If only… You’ll notice from the coverage that Montenegro had its own legislature which allowed it to hold a referendum. This is something Scotland, Wales and Northern Ireland could do, but England could not.

But it was not an ancient Union.
The borders of the balkans have been constantly redefined over the last 1000 years.
I don’t know how you see this as positive Gav, they break their alliance with Yugoslavia, and now will come to be dominated by the EU.

Any plebiscite has to be better than the status quo — if you don’t trust the people then you are not a believer in democracy!

I am a believer in democracy but only because its better than the alternatives not because I think the people always make the right choices!
And no, I don’t think the last vote was democracy, as I don’t think the Scottish devolution vote was democracy.
If you ask ‘the people’ the same question over and over sooner or later you are going to get the ‘correct’ result, that is not a reason to divide a nation, only if the feeling of the nation towards that end is consistent over a period of time can it be right to make such a major change.
If a nation voted on ‘independence’ every 10 years for the last 100 years and voted no everytime except the last one and only then by a narrow margin would you consider that a mandate for change?

Not if we have already voted the other way several times in recent history.
And not if the politicans lied about what the result would mean, as they did last time when they claimed it was only an economic union.
