How far can you take this? Had Jack Straw said “go out and steal hijabs, jibjabs and niqabs”, would we still blame the random man? Or would Jack have to take some responsibility?

One man’s incitement is another man’s freedom of speech.
I also think this is different because the actions taken by the man were not those encouraged or said by Straw.
If Straw had said that and someone had done it you could argue that Straw encouraged them. But as Straw said do X and someone else did Y it seems extremely unreasonable to blame Straw!
