		<description>As for ADC being well run, I would have to question you on that.
I live in a ADC managed flat and have been trying since the beginning of the year to have them address the problem of mould and damp, I have a selection of black and green mould and puddles on the floor every morning in my bedroom. 
I have reported this several times to the council along with the problem of another tennant in the block that continually causes noise and damage to the block and hosts parties that end in street fighting at 4am and having communal doors regularly smashed, and yet nothing has changed in several years.
And then there&#039;s the mice, a problem that the council want to charge us to have dealt with.
These problems I share with the neighbours above me and we have both tried to call the council to account and failed, simply being fed excuses about it not being legal for them to take action on anything at all.
I simply do not believe that this is due to these matters being controlled outside the council, I personally feel that this is simply a good excuse, after all, the environmental health dept would certainly get involved if this were not a council owned property.
If these and other matters are truly out of ADC&#039;s hands, please can you tell me in who&#039;s hands they are? I would dearly like to ask them why I am waking up after sleepless nights, wheezing and dodging mouse excrement.</description>
